Are there any web browsers for the PC that act as mobile browsers do?

I think it would be neat to see a web browser for the PC act just like a mobile web browser; where one could scroll up and down just by clicking and dragging the mouse – even further – if one clicked and held then flicked the mouse upward the page would scroll fast downward much like SkyFire or MobileIE.

You can do that in Firefox for Windows.

Middle click anywhere that isn’t a link and it brings up a scroll icon, and you can scroll up or down automatically, the farther the pointer from the icon the faster. Left click to turn off autoscroll.
If you have a wheel mouse, just flick the wheel up or down to scroll.
